SADDLE BROOK POLICE DEPARTMENT BERGEN COUNTY, NEW JERSEY 07663 U.S.A. April 1st, 1969 was no April fools day to five newly sworn officers in Saddle Brook, a town about 10 miles from the George Washington Bridge and New York City. The ceremony brought the departments' strength to twenty-five. One month prior, a bank robbery in Saddle Brook, left one of our Finest wounded, from seven shots at point blank range. Chester "Lucky" Cebula survived, but was forced into retirement. He would carry two bullets in his body for the rest of his life. The perps were eventually apprehended, tried and sentenced. [ Chet Cebula  passed away on April 13, 1997. Our prayers will always  be with you Chet.]  During my career, I am promoted to Sergeant (1975), Lieutenant (1981), Captain (1988) and Detective Captain (1990).  I was responsible for the implementation of the first in-house computer system and creation of all of the software databases in my department. The system  went on-line in December 1987. The databases were used until 2003, when they were replaced with a new CAD system.  As a member of the Bergen County MARS-REIN Computer Group, I held the position of Vice President until my retirement in 1995. This group in cooperation with the Bergen County Prosecutors Office and Data Center Staff, was responsible for implementing a county-wide Mobile Data Terminal System (MDTs). These terminals were placed in police cars throughout the 65+ municipalities in the county. The terminals have NCIC, SCIC, NLETS and MARS access capabilities. MARS is the Municipal Arrest Reporting System. This program is unique to Bergen County, N.J. There should be no doubt that countless lives and/or injuries have probably been avoided as a result of this system.  For those of you just interested or starting out in Law Enforcement, GOOD LUCK, BE SMART and CAREFUL. The jerks (perps) that you will have to deal with today are always trying to stay one step ahead of you, DON'T LET THEM!! For you seasoned brothers (and sisters), well you know what it's all about.
